Kosovo Procurement Review Organization ordered the Gjakova Regional Water Supply Company to annul a car servicing contract after KALLXO.com found alleged procurement irregularities.
KALLXO.com found that Hasan Krasniqi, Chief Executive Officer of the Gjakova Water Supply Company, KRU Gjakova, is involved in selecting businesses for servicing the company’s vehicles.
Three days after KALLXO.com published the audio recordings, the Kosovo Procurement Review Organization ordered the Gjakova Water Supply Company to cancel the contract for vehicle servicing.
Liridona Kozmaqi, the spokesperson of the Special Prosecution told KALLXO.com it is investigating the case after KALLXO.com filed a report with the prosecution regarding tender manipulation.
A whistleblower told Kallxo.com that the company driver Valon Gunga was tasked with finding car mechanic service providers, and instead directed the company’s vehicles to his family’s business, thus raising concerns over conflicts of interest and misuse of public funds.
KALLXO.com obtained audio recordings of a meeting in the procurement office of KRU Gjakova where plans to negotiate contracts were being discussed.
Chief Executive Officer Krasniqi confirmed the involvement of Gunga in the contract negotiations, as well as his own role in identifying companies to service the vehicles.
“I personally asked them if they could provide us with the documents, the license, just to sign a contract—they won’t be servicing the cars. If they want to service them, then service them,” Krasniqi is heard saying in the recording, describing how he approached a specific company to obtain documentation for the contract.
“I went there and told his son: ‘Can you just give us the authorisation as a company so that the invoices can be issued under your name?” Krasniqi is heard saying further.
KALLXO.com found that a contract was signed with one company, but in reality, the servicing of vehicles was carried out by a company owned by Gunga’s brother.
In another recording, Krasniqi admitted to the procurement staff that they sought companies that would merely provide the necessary documents, while the actual servicing would be done by others.
Procurement legislation does not allow companies to provide only documentation without performing the contracted services.
One day after the airing of this investigation on March 9, 2025, the Board of Directors of KRU “Gjakova” called an extraordinary meeting to analyse the evidence and claims regarding Krasniqi’s involvement in the selection and negotiation of a tender for this company.
“After seeing what you (KALLXO) published, I have contacted the secretary on Monday and we are organising an extraordinary meeting. We have legal deadlines that must be respected. We will analyse the case you have published,” Board Director Urim Gashi confirmed.
The Contracting Process
Documents from the tender file show that KRU Gjakova had opened an emergency tender for vehicle servicing, valued at 50,000 euros. Three companies were invited to submit offers: “Te Beka,” “Top Group,” and “AM-Bur.”
On paper, the process appeared legitimate, meeting all requirements and involving three bidders. However, the pre-arranged nature of the process raises suspicions, as prior conversations suggest that the documents were manipulated.
The contract was ultimately awarded to “AM-Bur,” which is owned by Sulejman Burjani.
The contract was signed on November 29, 2024, and is valued at over 29,000 euros.
The contract managers from KRU Gjakova’s side were Blin Rudi, Besnik Kusari (an engineer at KRU Gjakova), and Valon Gunga (the Chief Executive’s driver).
Gunga, despite being the driver, was appointed as the contract manager. KALLXO.com received a report stating that the vehicles were being serviced at Gunga’s family business.
On March 3, Kallxo.com received information that two of KRU Gjakova’s vehicles were at Gunga’s auto repair shop. KALLXO.com’s team visited the location and confirmed that the vehicles were indeed being serviced there.
As part of this arrangement, Dukagjin Gunga performed the servicing, his brother, Valon, approved the work as the contract manager and payments were made to Sulejman Burjani, the registered owner of “AM-Bur.”
When contacted for an interview, Krasniqi initially accused KALLXO.com of attempting to blackmail him but later agreed to speak.
In an interview with KALLXO.com, he did not deny knowing the owner of the company that won the contract.
“As a citizen of Gjakova, I have taken my personal vehicle there for repairs before. But I have no personal ties to him. My only connection is through servicing vehicles. We might have had a coffee together in the past, but that’s about it,” Krasniqi justified.
Regarding the recordings in which he was heard saying he would personally find companies for the contract, Krasniqi claimed he was frustrated because the procurement office had failed to secure bidders for two months.
“At that moment, we were stuck for two months without servicing the vehicles. The procurement office kept saying they couldn’t find a company willing to take the contract. Eventually, they turned out to be somewhat right-it was a complicated process. In that conversation, I simply said that if you go to a repair shop, you can negotiate with three offers. What is illegal about that?” he asked.
KALLXO.com has filed a report with the prosecution regarding tender manipulation.
In another investigation several months ago, Kallxo.com revealed that Hasan Krasniqi was involved in another scandal where an undeclared boat was purchased by the Water Supply company.
Krasniqi has also faced criticism for being appointed to his position as a political favor, given his close ties to the ruling Vetëvendosje party.
