A judge in Kosovo has been temporarily suspended after an audio recording obtained by KALLXO.com captured her and a prosecutor, along with an accused for domestic violence, discussing silencing the potential victim during an ongoing trial.
The Kosovo Judicial Council, KJC, temporarily suspended Judge Naime Krasniqi-Jashanica, on Tuesday, following the publication of an audio recording on September 5 by KALLXO.com, which revealed misconduct in a domestic violence case.
The events that led to the charges occurred in July 2023 when the accused, Arton Tullari, allegedly assaulted and threatened to kill his ex-wife during an argument at their home. According to the indictment, the assault took place in front of their daughter.
In an emergency meeting, the KJC unanimously agreed to suspend the judge and establish an investigative panel to review her actions during a hearing held in April 2024.
The audio recording KALLXO.com published, captured Judge Naime Krasniqi-Jashanica and former Prosecutor Edina Jupolli speaking privately with the defendant, Arton Tullari.
In the audio, the judge and prosecutor are heard discussing strategies to undermine the victim’s role in the trial.
Rather than defending the victim, the officials are heard sympathising with the accused and planning to deny the victim her right to speak in court.
The prosecutor is heard saying, “Judge, don’t let her open her mouth [to speak],” and telling the accused that, “She brainwashed me…. you were in detention for 48 hours, it’s good that I didn’t send you to pre-trial detention.”.
Arton Tullari, the accused, is heard saying: “I swear to God, she has messed with my head for 5–6 years. It messed yours up in just 5–6 minutes.”
Judge Naime Krasniqi agreed with: “Yes, yes.”
The conversation reportedly took place in the judge’s office at the Prishtina Basic Court, where the prosecutor even suggested that the case should be “handled lightly.”
When contacted by KALLXO.com Judge Krasniqi-Jashanica refused to offer an explanation, stating, “oh, what? Leave me alone.” Later she added via message that she was on leave and unable to comment further.
Former prosecutor Jupolli, who retired in July 2025, said she would respond the following week.
In response to the scandal, the Prishtina Chief Prosecutor, Zejnullah Gashi, said that although Jupolli is no longer serving, legal steps will still be taken if violations are confirmed.
“A final decision will be made based on all legal provisions in force,” the Basic Prosecution Office said in a written statement.
In the leaked audio, both Judge Krasniqi-Jashanica and Prosecutor Jupolli appear to speak dismissively about the victim’s statements, while Tullari, who secretly recorded the meeting, admitted to KALLXO.com that he “would make the recording public if he was convicted.”
Head of the Prishtina Basic Court, Albina Shabani-Rama, confirmed that the court will act after reviewing the audio provided by KALLXO.com.
