Kosovo MPs Fail, Yet Again, to Elect Parliament Speaker

Despite a Constitutional Court ruling, and after months of deadlock, Kosovo MPs failed to elect a speaker and constitute a new parliament again, as two candidates from the biggest party did not get enough support.

Kosovo remains without a parliament after MPs failed again to elect a new speaker on Wednesday.

More than six months after elections and despite new Constitutional Court guidelines to speed up the process, the vote ended with Albulena Haxhiu, from the Vetevendosje party, receiving 57 votes, four short of the 61 votes needed, while 56 voted against and three abstained.

When Haxhiu failed to be elected, Vetevendosje immediately proposed a second candidate for speaker, Donika Gervalla Schwarz, but she received exactly the same number of votes.

On Monday Kosovo’s Constitutional Court gave MPs another 30 days to elect a speaker and constitute a parliament. It changed the terms for candidacies for the speaker’s post after months of political deadlock. The court said that no candidate for speaker can be nominated more than three times, and ordered MPs to be present in the chamber and vote for the speaker and their deputies.

“Today we saw that despite the change of candidacy, Haxhiu and Gervalla received the same number of votes. This is the best evidence that they [other parties] are acting with tactics to block parliament,” Hekuran Murati, a Vetevendosje MP, told journalists after the session.

However, parties which have been in opposition when Vetevendosje was in government under Prime Minister Albin Kurti have a track record of opposing candidates from the biggest party.

Lumir Abdixhiku, leader of the Democratic League of Kosovo (LDK) which has 20 seats in parliament, said that his party will not change its position to not support any candidacy Vetevendosje puts up for vote.

“LDK is not part of any political deal and cannot support any candidate without a political deal. Anyway, LDK does not want any political deal with Vetevendosje,” Abdixhiku said.

For the Democratic Party of Kosovo (PDK) both candidates Vetevendosje presented on Wednesday were not suitable either. “We will vote for any candidate which was not part of Kurti’s cabinet,” Memli Krasniqi, leader of the PDK, said. In the last four years, Haxhiu has been Minister of Justice while Donika Gervalla Schwarz has been Minister of Foreign Affairs.

In total MPs have failed to inaugurate parliament 55 times in a row since April 15.
