On Monday, the Kosovo Special Prosecution, in cooperation with the Kosovo Police, carried out raids at the offices of the Regional Water Supply Company “Gjakova” and the home of its CEO Hasan Krasniqi, on suspicion of abuse of office, after KALLXO.com  investigations found evidence of misuse of procurement procedures.

“The raids were carried out under a search warrant issued by the Basic Court in Prishtina,” reads a joint statement from the prosecution and the police.

During the operation, investigators seized a range of material evidence, including documents that are expected to serve as key evidence in the case.

“The investigation focuses on several allegations, including: abuse of official position or authority, forgery of official documents, evasion of mandatory customs, conflict of interest, and misuse and fraud in public procurement,” the statement further reads.

KALLXO.com learned that the raids are linked to three specific contracts under suspicion for document forgery, abuse of office, conflict of interest, and procurement fraud. One of the contracts is for the purchase of a boat worth 24,500 euros—a case previously reported on by KALLXO.com.

In March 2025, KALLXO.com reported on a questionable procurement procedure by the same company concerning the purchase of two utility trucks. 

The investigation uncovered that the contract was awarded to a company that had failed to meet the technical specifications required in the tender. The process was so irregular that the company’s former head of procurement refused to sign the contract, which was eventually signed by another official.

On March 18, 2025, Krasniqi was arrested and, during a raid at the company’s offices, economic crimes investigators seized two allegedly forged contracts. The Special Prosecution issued a formal order to examine these documents on September 3, 2025.  

KALLXO.com‘s sources indicate that the documents in question relate to the controversial boat purchase and, while presented as original, they were allegedly just printed copies. The latest operation aimed to locate the original versions of those contracts to determine their authenticity.

In October 2024, KALLXO.com published an investigation detailing how the boat was purchased from a company that had been registered just a month before it was awarded the tender, raising concerns over the procurement process.
