On Thursday, Kosovo’s opposition parties repeated calls for the stalled session to constitute the new parliament to resume, urging acting Prime Minister Albin Kurti to return to the assembly and accusing his Veteëvendosje party, LVV, of holding the institution “hostage” to political negotiations.

On Thursday morning, PDK MPs blocked the entrance to the government building, accusing acting Prime Minister Kurti of “usurping” the institution and demanding that he return to parliament.

The PDK also accused the LVV of “blackmail” and attempting to subordinate the parliamentary administration, saying that the institution had been “taken hostage” by a political party.

The Democratic Party of Kosovo, PDK, and the Alliance repeated their demands at a joint press conference by their parliamentary group leaders, Arian Tahiri of the PDK and Besnik Tahiri of the Alliance.

The PDK has formally requested that the constitutive session resume on Friday at 11 a.m.

“So far, we have only received a positive response from the Alliance. I expect we will also receive a positive response from the LDK,” Arian Tahiri said.

Meanwhile, the Alliance has requested a meeting with Avni Dehari, who is chairing the constitutive session, to coordinate its resumption.

“We have received no response, no comment, and no consideration regarding the continuation of the parliament,” Besnik Tahiri said.

Although the 30-day deadline expired on August 7, the constitutive session remains formally open.

On August 8, Alliance MP Time Kadrijaj threw eggs at Kurti during the session, which resulted in Dehari suspending proceedings.

Political tensions shifted back into parliament, with clashes between PDK and AAK MPs on one side and LVV MPs on the other, escalating into physical confrontations on Wednesday during a meeting with diaspora members.

While the PDK and AAK have been pushing in parliament for the constitutive session to continue, the LDK convened its parliamentary group at the party headquarters to discuss the expiry of the deadline for constituting the parliament.

Before the meeting, LDK MPs said that they supported the continuation of the constitutive session, but did not explain why they had not joined the PDK and AAK in their actions over the previous two days.

“I am in parliament every day. Every day I am in parliament. I was there today as well. We support the protection of the Constitution,” MP Vjosa Osmani said.

Kosovo remains without a constituted parliament following the June 7 snap parliamentary elections. The results were certified on July 8, while the 30-day constitutional deadline for constituting the parliament expired on August 7.

The constitutive session was initially scheduled to begin on August 6. However, the process was interrupted after Kurti,  as leader of Vetëvendosje, requested additional time for talks with political parties over the election of the country’s next president.

Kurti stated that, “constituting parliament without a prior agreement on the presidential election could push Kosovo into another unnecessary election.”

The PDK and AAK, however, have insisted that parliament must first be constituted and that the session should continue.

Days earlier, civil society organisations called on political parties to respect the constitutional deadlines for constituting parliament and set aside their “political calculations.”
