The new law on road traffic provisions entered into force on September 20. The law is stricter with new fines in place for traffic violations and a negative points system that can lead to license suspension or annulment. The law affects pedestrians and drivers alike, with cell phones being banned for both when driving or crossing the street. In addition to the increased fines, all drivers are expected to have certain documents at all times – including the European Accident Statement (or Card as the Kosovo law calls it).
